This is a standard whiskey from Canada.  Almost all whiskeys in North America are blended whiskeys, and the rest of the information you have provided here is just legalese that can be found on most bottles of that era.

Because distilled spirits don't change much once they are bottled ( the alcohol level is too high) they also don't increase in value.  This one might be worth $35 on ebay...but if you like the stuff, I would just go ahead and drink it.  It will still be as good as the day it was bottled, in all likelihood.
