Hi, I previously had someone ask me a similar question about Muntz, so I was able to go back to it and get the information, :).
The actor who played Steve's frat buddy is Ryan Brown.  The actor's name was indeed Muntz.  Muntz was a frat bother that Steve met at the fraternity house when he started his freshmen year at California University.  Muntz was a guy that stood up for Steve when John Sears (who liked Kelly, who still was in love with Dylan, but was hurt by him during the summer) tried to kick Steve out of the house.  He wanted Steve out of the house because John thought Steve told Kelly that there were other girls Steve was involved with, Kelly decided just not to sleep with him.
