Question
Where in the Bible can I find that it says no man has the right to embarrass or insult another.

Answer
I am not sure what you mean by insult and embarrass.  I could not find either word in the KJV.  You may be using another version.

I think you may be referring to a text you have seen in Proverbs.  I looked up the word ROD and came across a few text that may help you find an answer.  The Bible calls for correction.  I am not certain this is the answer you are looking for but this is the direction I felt you were leaning towards.

If there is a text from another version of the Bible that you can remember I can look into this further.

KJV Proverbs 1:1-9
1.  The proverbs of Solomon the son of David, king of Israel;
2.  To know wisdom and instruction; to perceive the words of understanding;
3.  To receive the instruction of wisdom, justice, and judgment, and equity;
4.  To give subtilty to the simple, to the young man knowledge and discretion.
5.  A wise man will hear, and will increase learning; and a man of understanding shall attain unto wise counsels:
6.  To understand a proverb, and the interpretation; the words of the wise, and their dark sayings.
7.  The fear of the Lord is the beginning of knowledge: but fools despise wisdom and instruction.
8.  My son, hear the instruction of thy father, and forsake not the law of thy mother:
9.  For they shall be an ornament of grace unto thy head, and chains about thy neck.

KJV Proverbs 10:13
13.  In the lips of him that hath understanding wisdom is found: but a rod is for the back of him that is void of understanding.

KJV Proverbs 13:24
24.  He that spareth his rod hateth his son: but he that loveth him chasteneth him betimes.

KJV Proverbs 22:15
15.  Foolishness is bound in the heart of a child; but the rod of correction shall drive it far from him.

KJV Proverbs 23:13-14
13.  Withhold not correction from the child: for if thou beatest him with the rod, he shall not die.
14.  Thou shalt beat him with the rod, and shalt deliver his soul from hell.

KJV Proverbs 26:3-5
3.  A whip for the horse, a bridle for the ass, and a rod for the fool's back.
4.  Answer not a fool according to his folly, lest thou also be like unto him.
5.  Answer a fool according to his folly, lest he be wise in his own conceit.

KJV Proverbs 29:15
15.  The rod and reproof give wisdom: but a child left to himself bringeth his mother to shame.

KJV Proverbs 29:17-20
17.  Correct thy son, and he shall give thee rest; yea, he shall give delight unto thy soul.
18.  Where there is no vision, the people perish: but he that keepeth the law, happy is he.
19.  A servant will not be corrected by words: for though he understand he will not answer.
20.  Seest thou a man that is hasty in his words? there is more hope of a fool than of him.
