Does God answer prayers of sinners/unsaved?

Answer
The short answer to your question is that God does answer the prayers of sinners.
John 9:31 is the comment of the cured man [not Jesus]-- this comment reflects his understanding of ancient Jewish thought.  The cured man's comment does not contradict the many other places in the bible [including 1 Jn 3:22] where the Jesus's idea of God's answering prayer is well known -- for example, 1 Jn 1:7-2:2.  
To understand a biblical verse, one needs to remember two important factors:
1 -- the context of the verse helps to understand its meaning;
2 -- other biblical verses may have further information or details about the meaning.  All verses of the bible are inspired by God, who does not contradict Himself.  So, if two verses appear to be at odds with each other, one must look at all relevant verses in order to  find an explanation that takes into account all the nuances of all the verses.
