Question
What is the exact meaning of this verse?  Based upon the prior verses in this chapter it appears that this is something that will take place after the millenia reign of Christ.

Answer
The old Testament cannot be linked to the new testament this way. While many people choose to interpret the New testament as fulfillment of the old prophecies, this is absolutely unsupported textually. The final verses of Isiah are merely a record of the belief that there is a promise from Yahweh to his chosen people that they will witness the suffering of their enemies.
