What were the latin words Pilate spoke when he "washed his hands"? I'm thinking of "Abluo manuum" but I don't know for sure.

You may be talking about this. in Mattew 27:24....
When Pilate saw that he was getting nowhere, but that instead an upoar was staring, he took water and washed his hands in front of the crowd. "I am innocent of this man's blood, he said." "It is your responsability!"
