This is describing the state that the Saints have finally arrived at. Since the saints will be before the throne night and day and God dwells among them, there is fullness of joy. They realize that their station in the afterlife is of rest and it is a praising rest. There is no sense of want: no hunger or thirst. They are happy in being delivered from all sorrows – hence God shall wipe away their tears.
