In the Old Law, the Jews were commanded:
EX 20:13 "You shall not murder.
The word here refers to premeditated murder of an innocent person. This word does not refer to killing in war or in corporal punishment – there are other Hebrew words for these situations.
However, you are correct that Christians are to have mercy and compassion on their enemies:
MT 5:43 "You have heard that it was said, 'Love your neighbor and hate your enemy.' 44 But I tell you: Love your enemies and pray for those who persecute you, 45 that you may be sons of your Father in heaven.
According to Paul, governments are agents of God:
RO 13:1 Everyone must submit himself to the governing authorities, for there is no authority except that which God has established. The authorities that exist have been established by God. 2 Consequently, he who rebels against the authority is rebelling against what God has instituted, and those who do so will bring judgment on themselves. 3 For rulers hold no terror for those who do right, but for those who do wrong. Do you want to be free from fear of the one in authority? Then do what is right and he will commend you. 4 For he is God's servant to do you good. But if you do wrong, be afraid, for he does not bear the sword for nothing. He is God's servant, an agent of wrath to bring punishment on the wrongdoer. 5 Therefore, it is necessary to submit to the authorities, not only because of possible punishment but also because of conscience.
Having said all of this, if the question is whether a Christian can go to war or not, I believe that is a matter of opinion. One of my best friends just left for Iraq. He is an Army Ranger and a born-again Christian. My other friend (who is also a born-again Christian) does not believe in killing anyone and would be a conscientious objector. Who is right? I don't know. I would not have any qualms myself about going to war to defend my friends, my family, and my country, but God has not put me in that position. Lord willing I will not ever face that.
Not much of an answer but that is the best I can do. If you are facing this question, certainly pray about it.
