I have to say I interpret this a bit differently :



"He will not let you be tempted beyond what you can bear. But when you are tempted, he will also provide a way out so that you can stand up under it."



To me this means not that you will not be given more than you can bear, but that you will not be tortured with temptation that you cannot fight. I have had several children, sometimes I just cannot do it and need to take a break, I cannot bear their behavior or noise level any longer- it became unbearable to me. But the children are not the temptation. They were my way out of the temptations of the flesh, substance abuses, sexual temptations, etc. They were a choice I chose to keep making, temptations I accepted into my lifestyle. These became a way of life until given my 'out'.



To answer the original question:  



I believe it is Paul's own feelings based on other opinions he had that were not God's Law. Example of such being when he said men serving God would best be served to not get married, but if they should choose to marry, they should only have one wife.
