I'm familar with this phrase in regards to God forgiving our sins, but I have not been able to find it in scripture. Is it in scripture?
Answer I have never read or heard of such a verse in the Bible.
Perhaps the verse that you are looking for is:
Jer 31:34
"For I will forgive their wickedness
and will remember their sins no more."
(from New International Version)
And just to back up the concept of God forgiving and forgetting the sins of His people, we have King David praying for this forgetfulness:
Ps 51:1-2
Have mercy on me, O God,
according to your unfailing love;
according to your great compassion
blot out my transgressions.
2 Wash away all my iniquity
and cleanse me from my sin.
