Bichon Frise/he won't stop licking!

Question
I have a 6 year old male bichon who won't stop licking! He licks everything, skin, feet, fabrics - you name it. That is the only thing I can say is wrong with him - he is very happy and well behaved just the licking is sometmes a bit of a nightmare. Can you suggest why or how we can stop this? THANK YOU!
He has an allergy/intolerance to either an environmental allergen or a food /dietary allergen .
I suggest this
1) Take off ALL FOOD NOW
2) Start by giving a raw food diet
3) Give green beans, apples, pears, brocolli, peas, ground oatmeal
4)Remove all automatic airfreshners
5)Wash the dog in neem oil shampoo or, aloe vera with oatmeal shampoo
6)log into my health site for further info on EXACTLY how to do a raw diet.

I also suggest that he has goats milk cheese, yoghurts with probiotics etc
