how do i find a mate for my male bichon?

Answer
If only life was that simple....
First ask yourself , is he a good example of the breed, why do you want to breed him, then ask, have I done any tests like eye tests, patella ,liver,heart,ears,temperament...because if the answer is no then I suggest that you start here.Many people have destroyed their breeds due to a complete lack of understanding, a misguided approach to animal health and genetics. By the way many are show breeders.....
Once all testing is complete and you can honestly say that to breed him would better this breed then place an ad in the local dog mags etc. Ordinarily I would suggest a bree club, but many operate unethically and the membership are just as naive as novice breeders.
