QUESTION: what the heck is a halo on a bichon?

ANSWER: Hiya Debbie
the halo is the pigmentation surrounding the eye, not the eye rim but the darker skin colour that should be completely around the eye.

QUESTION: so the halo is desired?

Answer
Yes , but with many bred these days due to poor management of the gene pool its often missing as is eye rim pigment, nasal pigment and pad pigment. That shouldnt make it a bad dog for a pet though, but would limit its chances in a show ring against better examples.
