Hi,

I have 2 biscon's, brothers, one barks constantly.  We have tried everything to train him but to no avail.  He is 15months old.

that is the issue in one they are siblings. It is bad for  breeders to sell puppies from the same litter to new owners, they really should only be placed in the hands of experienced doggy people with associations to dog training etc. The reason is that they cant truly establish hierarchy and its often found that dogs in this situation are barkers , they are also more aggressive and tend to fight more frequently.
The solution is to go back to basics use a lead in the home and pretend they are both puppies , only this time use reinforcement of their positive behaviours, use SHH or shut up when they bark when not required.
Give treats when they get it right, the whole procedure should take about 3 months of daily training.
