Bichon Frise/female not coming into heat

Question
I know the breeder want to get a dog from. She has a one year old female and she is going to sell it because it has not come into heat and she isn't able to show her. I just lost my bichon of l4 years and I am 60 years old and don't want to be getting into a real problem with a dog.  Other than not being able to breed and have pups could there be any other complications that could come about other than just being hormonal?

Answer
There can be many reasons why a young female doesnt come into heat, but in this case it is likely just age. Simply she may not be ready yet , some females dont heat until they are upwards of 18 months and some larger breeds even older. So long as she is on a good balanced diet and is fit and healthy from health tested parents etc then I would expect her to be fine.
