My Bichon Frise will be a year old in December. We are having a hard time trying to potty train him. He pees three to four times and poops when we take him out and we are out there at least 20 minutes with him. But he still pees inside even after that. We take him out at least 5 times daily and it never fails, he goes inside.
Please help!

Welcome to owning a Bichon Frise.  Hopefully you got him from a reputable breeder and he was at least 12 weeks old.  Puppies from pet stores (puppy mills) are taken too early from their mothers are often dysfuctional.  This can mean never getting them fully housebroken.

Also Bichons do not do well home alone all day.  So this can be another reason for housebreaking problems. He is trying to get back at you.  

You can try crate training him.  He sleeps in his crate.
So no accidents during the night.
