Bichon Frise/allergy to flowers

Question
I have been having a problem with my neighbor since we moved in.  Now she is trying to blame my flowers for her dogs skin irritation.  Can a dog have a reaction to morning glories, two years after they appear in the yard.  The dog is left unattended for a day at a time with little water and no shelter.  She could be getting into anything, they have an area of overgrown plants behind their shed that the dog is all ways in.  Please let me know, if it is the flowers then I'll remove them when they come up next year if not then I want to tell her where she can put her idea.

Unless she spent a lot of money and had the dog allergy tested for that flower she has no credibility.  She sounds like a someone I would avoid at all costs.  Her problems are caused by someone else not her own nelect.  Report her to the humane society if she leaves the dog unattended.
