Question
How can I raise/lower the handlebars on this "Pathways" Schwinn hybrid bike?
It does have a threadless head set, but the handlebars are connected to an
extension that seems to raise and lower independent of the stem. You can
see a picture of it here:

There are two hex bolts on each side and one underneath with a warning sign
(you can see it in the photo) saying to not adjust the bolts as they have been
torqued a specific amount.

Answer
If you wanted to raise the stem higher, not just the angle of it you will need to buy a fork with a longer steerer tube and add some spacers. As for tilting the stem, that's what the hex bolts are for. The torque is set to 175 in lbs. If you have any further questions, please ask.
