Question
How do you lower a seat on a older mongoose bike

Answer
Bicycle saddle/seatpost height is adjust via a clamp/"pinch-bolt" mechanism as either a collar that slips over the Seat tube of the frame, or is part of the Seat tube of the frame itself. Either way, try loosening the bolt.  This should allow the seat post to slide down into the Seat tube of the frame. If this is not the case, the seat post and tube may have become "fused" or corroded, to the point where special chemical/thermal/physical "maneuvers" may be required to free the post.
