Question
why the parthenogenesis is possible in frog but not in mice?

Answer
 Why questions involve evolutionary biology and parthenogenesis has developed in animals other then those with a complete metamorphosis like mammals. It occurs in those with a lessor chance of survival and in those with a complicated social structure. (like the hymenoptera) Parthenogenesis is not really the norm in amphibians. I have skirted the why question but suffice to say that parthenogenesis occurs  in certain animals because that is what works the best.
