Question

Would it b the hydrologic cycle

ANSWER: That is what the Westerly winds do: move fron the west to the east.  The water cycle is nit involved in the westerly winds

---------- FOLLOW-UP ----------

QUESTION: What method of the biogeodchemical cycle would move dust from Asia To Kauai. I figure that the westerly winds would rained the dust through the water cycle. It doesn't seem that it would be the phosphorous cycle since that is generally in the soil from decomposition. Which method would be the use

Answer
Unless I am missing something here b you are talking about dust being carried by the wind. It is stickily physical movement and there are no biological nor chemical cycles involved.  What exactly do you mean by "phosphorus dust"? Are you talking about phosphates?
