Question
How do spores form?  I really don't understand the terns "germination" or
"vegetative" cells.

Answer
It depends upon the spore but I assume you are thinking about reproductive spores which are formed in sporophyte organs in plants and animals.  A spore contains gametes (male or female) and are reproductive structures.  Vegetative cells do not. Germination of a spore produces an developing structure
