Biology/Question about the 1st step of scientific method

Question
With the use of Scientific Method, I came up to the experiment called "Testing Food for bacteria". I will mixed flour with sterilized water and pour it in a food and leave the food for 24 hours. After 1 day, colonies will grow on the food.

1st step of SM: Identifying the problem
As of now, I cannot come up a problem with that experiment. My teacher asked us to find and experiment and identify the problem. I can experiment any number of foods as many as I want.

Answer
The problem is always a question. It is what you are trying to answer. In this case the problem is "Do foods harbor bacteria"
The second step is you hypothesis: The hypothesis is a educated guess  as to the answer to this problem. Your hypothesis would be "Bacteria can be found on food products"
 Then you design your experiment
 Collect your data
 Draw your conclusions
 Report your results
