Why fibrous protein such as keratin that make up our hairs has a high tensile strength and a certain degree of elasticiy?

Why questions are difficult to answer.  They involve evolutionary biology which merely tells things are as they are because that is what works best.
 The best answer I can give you is that elasticity and tensile strength are physical and chemical properties of fibrous proteins.  The chemistry of the compound gives it these properties.
