Question
Why is it possible for a gene from any organism to function in another organism?  Is it because all organisms have the same genetic code?

Answer
Genes from one organism can function in another only after it is incorporated into the DNA of the recipient organism.  This is a very complicated proceedure whereby the new gene is introduced with a ring of bacterial DNA called a plasmid.  Every organism has its' own genetic code.
