Bipolar disorder is commonly diagnosed by a psychiatrist who takes a thorough history of your symptoms and family history--and rules out any possible physical causes, such as thyroid, for the mood swings.

Every person responds differently to different medications, so only the doctor will be able to help decide which is best in a particular case. A mood stabilizer is most often given.

Citalopram (or Celexa as it is commonly known) is an anti-depressant.  While it may be given along with a mood stabilizer, it is highly unlikely that it will be given alone as an anti-depressant alone can cause mania in a person with bipolar disorder.
