What type of birds like oat groats that live in Va Beach?
Kind of sounds like you're trying to get me to do your research for you, which I doubt was the assigment. ;)
Here are some resources that might help you. Contact your local wildlife or parks and recreation, obtain a checklist of birds, ask them which of those would feed on oats. Likely any bird described as a grainavore will feed on oats. But so might others, who are listed as herbivores or omnivores.

I can answer questions about bird identification (by sight or sound), behavior, distribution, population, conservation, mating, nesting, fledging and feeding. I do have some practical knowledge about foreign species, but identification skills are limited in that arena.
