Birding/Nest building problems

Question
Hi.  I have had bluebird houses for almost 20 years, but this year a pair has been visiting the nearest house for at least a month but no nest has been built.  Usually there are eggs by this time.  Today I saw the female try to enter the house with a  piece of straw held crosswise.  She tried to enter the box several times and failed.  Then she left.  They have been back several times and she enters and exits the box but has made no further attempt to bring in nesting material.  Have you ever seen this?  Does she eventually figure it out or is it possible to fail Nestbuilding 101?

Answer
You don't say where you live, but my Bluebird nestings are a month behind here in NE OK due to our late winter. And yes, anything can happen in nesting, especially with first time parents. If you will send your mailing address to me at walshaw1@cox.net I will send you my free 20 page Bluebird book. (If you are concerned about doing this google Bluebird Bob).
