Question
is it okay to periodically cover up the budgie cage during the day when my son is asleep and i want some quiet time?
If it is just for a short nap period I don't see the harm, but if it is for any length of time then no, it is not something you should do.
Consider moving them to a new location where you can both get your rest period in without them bothering you.
