Ive attached a photo of the chick.

Answer
Yes, she is too young to be weened, and she looks to be about 4 weeks. Definitely make sure the parent is feeding her and she is gaining weight, or will have to hand feed. If the parent isn't feeding her she will have to be hand fed every 4 hours around the clock.
