Question
My familly owned a cokatiel for 2 years his names is BÉBÉ he talk
and is very nice. Since a month or two he`s loosind feaders beatween is chest is head to you know why by any chance.  

Answer
First you will need to make sure he is in good health by having a vet check him out.

Do you have any other birds in the cage with him?

So in the following answer I am assuming, he is healthy, eating well, and not being picked on by other birds in the cage, and that the loss of feathers have resulted in bald patches, and is not normal molting (molting is where birds loose their feathers as new feathers grow in)

if he is in good physical health, and is getting a proper diet, and there is not another bird pulling his feathers, then I would say he has begun to pick his feathers.

The most common cause of feather picking is he is not getting enough attention and being kept active enough, another cause can be allergies.

I believe the most common reason for feather picking is not having enough stimulation (enough time out of cage interacting with his flock (other birds, or his human flock), not having enough to forage on.

You will have to spice up his environment a bit, with good foraging toys, time out of his cage, and keeping a close eye on him so you can catch him picking his feathers, stop him from doing so, and distract with some other toy/treat/paper/box/ anything else that he can chew up.
