am looking to buy a ringneck parakeet its 7 months old .. its not trained is it too old to be tought to talk and be tame?

Yes, it can be tamed, it is still young enough where it shouldn't be too difficult, but it will take time and effort on your part.

Not all birds will talk. Some do, some don't. Not all want to. It is likely if you work with it long enough that it will, but I want you to be prepared that it may not, this doesn't have anything to do with its age, just disposition.
