Answer
Hi, Alex.

Budgies should be at least 1 year of age before you allow them to breed, particularly the female.  The birds also have to be pair-bonded before they will even think about mating/breeding.  Pair-bonding is when the male feeds the female beak-to-beak.  Once this happens, they should mate in the near future and produce eggs/offspring.  This is not guaranteed, as 2 birds sometimes don't get along well enough together to mate.  If these are 2 budgies and a male/female, and they pair-bond, they can mate.  Most birds start mating during breeding season, which usually starts in about February and can continue all year round if conditions are right.  Yes, most birds like their nesting boxes as high up on the cage as you can get them, depending on the type of cage/setup you have.

Expertise

I`ve been raising/breeding/handfeeding/selling parrots for over 20 years (parakeets/budgies, cockatiels, 6 subspecies of conures, parrotlets, amazons, lovebirds, etc.). I've been published in "Budgies" and "Cockatiels" offered by Bow Tie Productions, and have written avian articles for publication in England. I can provide advice in raising healthy birds, handfeeding/weaning babies, some health problems (although I'm NOT an avian veterinarian), nail/beak/wing clipping, general husbandry, etc. I also have experience with racing/showing homing pigeons. I cannot diagnose specific illness over this website. If you suspect your bird is ill or if you have an emergency, contact an avian veterinarian or emergency pet clinic ASAP.
