Question
I am a late bloomer, I am 15 and I just started my period and I am flat chested and I was considering going on birth control to enhance my breasts because many of my friends have and the results are definetly noticeable, but is it too early?

Answer
It's not too early, as long as you've had a period.  Birth control pills sometimes increase breast size, but probably won't have any effect on the final size of your breasts, which is determined by heredity.  Your breasts will tend to grow for about 4 years after your first period.  Whatever effect the pill has on a woman's breast size usually goes away when she stops taking the pill, similar to the enlargement of breasts that occurs with pregnancy.
