Birth Control/fallopian tubes regrowth?

Pathology description
I have a friend, 29 yrs old, who had a baby three years ago and had her fallopian tubes cut and sent to pathology (see attachment). Well, she is pregnant with baby #4.  She showed me her pathology report and asked me what kind of procedure she had done because in her sonogram shows that she has her fallopian tubes.  Her doctors office do not want to release her records and are avoiding her questions. So my question is:   Is it possible that fallopian tubes re grow, in less than three years, and can a doctor tell from a basic sonogram if in fact my friend had had them removed and they re grew, or the doctor did not remove them the first time.
