I have always wondered about Josie, since she is in a lot of early Blink songs.  Can you tell me what her story is and who it is in the band that she went out with.  Did any of the guys marry her? Is she still around?

From what I have heard and figured out over the years, Josie is not so much a person but a metaphor of girls who have affected Mark or Tom in some way. I think that Holly who is mentioned in the latest album (Blink 182) plays much the same role as josie but possibly was  a real person at some point.
Just so that you know, I can't say that this is a right or wrong answer, it is just a conclusion I have come to after listening to all the evidence I have heard.
I'm sorry I can't give you a more definite answer, I just don't believe that there is one available. If you do manage to find one, please let me know, it would be great to find out some more about it.
