Question
once you own all three properties of the same color can you buy three houses at once or do you have to purchase them individually one at a time on separate turns?

There has been clarification to this in the rules of newer games or you can refer to instructions on line at:   http://www.boardgamegeek.com/filepage/26289

However, to asnwer your question.    Building evenly means that you can build one house anywahere on the 3 properties, then another on one without a house, then the 3rd house MUST go on the vacant property.   The 4th house can go anywhere, then the 5th must go on a prooperty witha  single house.   Think of a house as a leve.   Each propoerty must have a level one (house) before you can start on a level 2.   Hope this helps.
