Hi!  The name of the game is Pop Yer Top and my parents just brought it down to me from MD to SC.  I've had it tucked away for quite awhile.  I checked it and it still works but will put it away for a bit as my son is a little young to play still.  I remember having fun with it as a child.

Pop-Yer-Top's bird designer was Alvin Pottern (my dad) who worked at Milton Bradley from about 1950 to 1975.  I remember playing with the prototype Pop-Yer-Top birds while he was working on the mechanism.  Here's a link to his U.S. Patent (1971) showing how it works:
