Question
Engine stalls while in neutral or low speed. I changed spark plugs, but don't know what else to try.

Answer
If the engine has been sitting any length of time you could have gummed up carbs. Your fuel could be stale. Check the linkage, your idle speed may be too low and you could have a mis-firing cylinder.
You will need a service manual to check most of these or take the boat to a good local service shop.
If you have a specific question I will be glad to try and help.
