Question
Jeff, I have been told that the only difference between the merc 20hp and 25hp(two stroke)engines is the carburator.  Is this correct.  I have found a great deal on a 1998 model 20hp mercury, but really wanted a 25hp.  Can I convert this to 25hp fairly cheap?

Answer
The 20 and 25 used different carbs, so by replacing the carb with one from a 25 and redoing the linkage you should be able to do it. I don't know of any other differences. That is assuming you get a carb from the same year. The 20 carb was a WMC 52 and the 25 carb a WMC 53A. Your problem is finding a carb.
