I am considering purchasing a 1988 Stratos with a 150HP mariner, but it seems to need some work.  Throttle is sloppy, and you have to have the throttle in full forward positon upon starting(Normal?).  Once it fires you have to back it down. Lot's of smoke coming from motor and said to be caused by adding too much oil to fuel mixture. Compression is 115 on two, and 125 on the others(Concerns?)

Dan, it is a 20 year old motor. The compression is kind of uneven, it may be sticking rings. Some power tune or another spray carbon remover may help.
If you can try and look into the cylinders with a small "Bend a Lite" flashlight.
The smoking and hard starting can be from the uneven compression, an ignition problem or even a fuel/carb problem. I really wouldn't buy the too much oil excuse.
Before you spend your money have the boat and motor throughly checked out by a competent, experienced marine/outboard technician. It could be well worth the few dollars he would charge and could save you thousands.
