Boat Repair/1979 35hp Johnson not starting

Question
Hi, I have a 1979 35hp Johnson outboard. The first problem is I can not shut down motor with key. In order to shut it down I need to hit the off button on the motor. Also, to start it I need to use the pull start.

2nd problem is it now does not start at all. I was out on the weekend, noticed the engine lost power, thought I bottomed out, drove for about 5 minutes, then pulled over, raised motor and saw a rag around the prop. removed rag and had full throttle again for about 5-10 minutes, then started to loose power again, looked back and didn't notice the water pump working, so I started to cut throttle, just then the engine stopped and would not start again. I triedkey and pull start, but nothing. Can anyone help with these problems? I have also noticed a figure 8 cable coming out of the engine and heading towards the battery. This cable has been severed somehow. Also there are cables that run over the side plate, I have noticed they are starting to melt, probably because of the heat of the side plate that was being generated from the lack of water from the water pump. Could the starting problem be more electrical that engine seizure?

Answer
Theo you do indeed have multiple problems. You will need to do a compression test. Probably have to replace the water pump, exhaust side water jacket gasket and possibly inner plate and head gasket. Next if the engine is OK and not scored the cylinder or hurt the piston, replace the wiring harness and repair it all the way to the key switch. You will also need to pull the powerhead and check the grommet where the water tube come into the bottom of the powerhead.
A lot of work and expensive if done at a shop. Don't try it at home without a good service manual, the proper tools and familiarity with the engine. A daunting task.
