Jeff,
My 2000 Bayliner with 3.0 Alpha 1 Mercruiser has been giving me troubles starting lately. There are less than 150 hours on this boat. When trying to start, I get only a series of clicks, but as I move the throttle control more toward neutral, it will start, but only after 6-7 attempts. Could this be an issue with the throttle control or the solenoid or starter?  Seems odd for so few hours.

Answer
The engine control has a neutral start switch inside. If the control is not adjusted properly then the engine may appear to be in neutral but in reality isn't. If it isn't depressing the switch the engine will not crank over.
If you hear a noise from the starter solenoid but it doesn't start you may have a bad solenoid. I would have a good tech check it out.
