Boat Repair/won't pump water

Question
I have a Yamaha V4 115 HP, I think about a 1991-2, seasonal use, stabilized and well cared for , routine maintenance. This startup no water comes out the water exhaust port. I can blow out it, it does not seem to have blockage. I am thinking water pump, but have no manual to even have a remote idea if it is what it is or if a guy like me can change it.

Will I don't know what tools and capabilities you have so I can't really answer either. With a service manual and the correct metric hand tools you should be able to to the job yourself, if you aren't all thumbs. The biggest problem would probably be any fasteners breaking, so be careful and use penetrating fluid if any are stuck.
I usually recommend replacing the water pump impeller at least every few years as routine service.
It would be a good time to replace the gear oil which should be done each season.
Get a service manual and the proper kit and try.
