Boat Repair/1995 25 hp 2-stoke Tohatsu quits out in full rpm

Question
I purchased used a 1995 25 hp Tohatsu 2-stroke. Ran fine for a couple of months, then I noticed that when I push the throttle into the upper limits (in order to get reasonalbe speed for my '94 16 ft king troller smokercraft) the motor will almost quit, or cut out.  I then throttle back and it runs ok.  The motor starts right up each time and idles well.  The problem is when in shop, they run it full out and do not have a problem!  I am befuddled, and now think carb needs to be rebuilt.  Any suggestions please.

First you need to know is the problem fuel or spark....When it trys to die when running, hit the choke and see if it effects it. If it does then it is fuel, pull and clean the carb, check the main jet. If  no effect not sounds like fire.  It has a stator coil and in some cases,  it will not put out enough voltage at high rpm's  some have a slow side and a high side..
