I have a 1989 175 hp evinrude engine that will not rev over 2000 rpm and seems to be missing.The engine starts and idles.The other thing that happened at the same time is the engine will not turn off with the key.

It sounds like two different problems,  does it have SLOW I think it does, it keeps the engine below 2000 - 2500 rpms, when one of these things happen...

1 overheating..
2 low oil tank level or VRO problem
3 fuel restriction

as for the other sounds like the ign switch is bad..
