Boat Repair/correct prop depth

Hello,
     What should the correct propeller depth on a 15hp yamaha mounted on a 14ft fiberglass carolina skiff be?  It's a short shaft and I've tried changing the trim from min to max and still have trouble bring it to a plane.  Any suggestions such a shimming or different prop type appreciated.

the prop is measured by pitch, the amount of forward angle .and diameter   13 x 19  is diameter and pitch.  Increase the pitch slows the engine WOT wide open throttle RPM's at full throttle going down the lake..they come standard  so in your case find the pitch , it is on the prop somewhere..Go down in pitch,  if you have a 19 then go to  a 17 useualy 15, 17, 19, 21,
