Answer
You defintly have a fuel problem....Pull both carbs, and inspect, and clean the passages and jets...then when you take the bowl covers off you will thee two nozzles sticking up,  make sure the emulshion tube is clean all the way thru the card bodies. You can use regular carb cleaner at your local napa or something like that. and a wire, a strain of wire... it is a spray can so you can see the cleaner go thru the carb bodies....there will be four mixture screws on the cardb...initial setting is 1 and a half n  turns out from beeing all the way in...then with it idleing adjust each one to get the fastist idle speed.... also look in the throat of the carbs, and right where the throllel plates are closed there all the way there are reansition holes there...you may need to stick a piece of wire thru the holes, I think it is two or three there.....good luck and take your time...let me know how it gos....
Hope I could help...
