Boat Repair/steering

Question
i have a 92 fourwinns 190 horizon with a cobra outdrive.  I have a lot of play in the steering not sure how to adjust.  tried to tighten the nut on the cable going into the power steering control doesn't seem to do anything but turn the control shaft on the opposite side.  tried to hold shaft but just turns. don't want to break anything. Is it rusted fast or is there some other adjustment.  help

Answer
if the nut is tight at the steering cable then it could be up at the wheel also...other than that a bushing at the drive has worn out...with the boat on a trailer have someone turn the wheel while you hold the drive straight see if your play is in the drive or the steering system..
