Boat Repair - 1989 evinrude 150 xp stalls on take off! please help!

Question QUESTION: i just got this boat. it has a 1989 evinrude 150 xp on it. the vro pump has been disconnected. i have rebuilt carbs, put on new fuel lines, fuel filter, clean gas tank, new gas. rebuilt starter,ran engine tuner and put new plugs in it after tuner; and i am still having the same problem. it runs great in the hose pipe. but when i take it to the water, and its under a load. it will not take off? it starts and idles fine, and when i get out off no wake zone and give it gas; it bogs down. some times killing engine? i have no idea? it will not plane out? can someone please help me? thanks, willam. also email me at . thanks for you time!
ANSWER: have you check the hose from the block to the wro...????

QUESTION: im not sure what the wro is? i did check all the coils last night! i had great spark.
Answer the vro has a hose that connects to the block...check that...when it stalls have you hit the choke to see if it picks up??? if it does then it is a fuel problem...if not, put a timing light on it and run the engine till it stalls, did the spark stop?? that engine has a stator that has low speed charge coils and high speed charge coils...
the low side may be ok... a peak volt meter will tell you the output...low side, 40 to 120 volts, high side 175 and up...
